11194-29 Corbin Speedo Cable Clip

Can anyone tell me where the 11194-29 clip mounts on VLs. I have searched for photos and cannot find one mounted.

I wonder why there are TWO holes on the clip? Maybe so it is adjustable for the 45" DL bike??
