Motor marked 4028E

I have a flathead motor marked 4028E on the case and base of cylinders. Want to know what year it is.image.jpgimage.jpg

is there a VIN pad? A picture of the entire engine would go a long way.
The gearcase cover in the background is a later JD style. Did that come off of the engine in question?
The cylinder base looks like a pre-1927 but again, a picture of the WHOLE thing will help.
Is it truly a "flathead" and not an "F head/ IOE"? Is there a cylinder head that is removable from the cylinder of is it cast in one piece?
