Off set springer handlebars on my 45?

So I started messing with my steering dampner on my 50wl. I'm pretty sure the frame and all is the 30s type though. I took off the dust cover ( the cover never fit right. Didn't cover the for holes right) and when I took off the cover I started realizing that the handlebars were actually offset and the forks were in line.

So I guess I'm wondering this

Did the 45 ever have an offset springer with off set handle bars?

And

Could these handle bars (that are offset) actually belong on a big twin ?

45's never had offset springers...they are big twin bars.
