Please help with identifying fender

I am a new member and new to antique motorcycles and I already need help. I am working on an old 45" Flathead project and I have a fender that doesn't seem right to me. First, whoever owned it in the past drilled out all the rivets so the fender braces were bolted together. But what I am confused with is the lack of battery mount bracket and the wiring hole. I feel like the current wiring is through where the bracket would be and the wiring should be going through the side. All the internal wiring leads there though. Could this be an earlier fender or just modified? Thanks so much!

The hole for the wire is shown in your second pic-it does not go to the end of the wire channel-
exits at the top rear fork leg height
here is pic of '35-'36 RL fender showing the hole the wire comes out
like she said "wrong hole!"

FYI, that is a 1935 only rear fender. 1936 had the later style of rear chainguard clip on the right holding the stays together.
At least that's what Johnny Sells book on 1929-36 45's states.

That chainguard clip and braces are later type, and the side trim and taillight drillings point to '40s. How about a good shot of the rear flap with taillight holes Underwel?

This looks like a good place to ask if anyone has a extra 35-36RL rear fender they can sell or trade,
I have alot of RL parts to trade, some WL parts...

Certainly don't want to high jack underwel's thread,
but I could use ether a 35or 36 RL rear fender, I have all the hard to find 35 only parts with a early 35 motor..........but over time I accumulate enough to do a 36
this fender has been the toughest part for me to find.
Any help would be appreciated, have cash or trade stock,

As I suspected it is drilled for a '39-'46 type taillight and license bracket.
