Rotor on feed pump wont turn, soaked it in carb cleaner to clean it out some but still wont budge. Manual really doesnt say anything that helps as in maybe how to get it apart. thought about heating it up but not sure if theres anything in there that heat will destroy. wish I had some kroil... any ideas ?

Heat will kill the spring between the vanes in the rotor. If they are out the likely culprit is crap around the governor assembly. Try soaking it in solvent such as diesel fuel, acetone with ATF, etc. Carb cleaner isn't much use on rust and crud. Be patient, let it soak for a few days!
