Look like early 45 (DL/RL) to me.

The early 1930 VL ones are 1 1/2" across the flats, and the 1931 and up small twin ones are 1 3/8".

They are 1 1/2 across the flats.

Looks like they are flat nickel finished, which I believe is correct for these early 1930 covers.
