front brake on Honda CA95

My 1966 Honda 150 Touring Benly has an amazingly soft / weak front brake. My local mechanic cannot make it work better. A member of my club suggests that the drum may be worn to the point that the shoes no longer make good contact. Any suggestions on how to find someone who re-lines brake drums to fix this? Whoever works on the drum would also have to re-arc the shoes.
