Need help identifying girder front end

I am trying to identify this girder (?) front end. The previous owner claimed it was a 1930's American fork of some time. However, the fasteners seem to be Whitworth.It looks Indian-ish but looks to small to me. The legs are 24" OAL and it measures 3-1/2" between axle holes. Please disregard the frame in the photos.
