VL Mudguards

On a two-color VL - what paint goes on the underside of the mudguards?
The body color or the panel color?
And if it changed over the VL years?
About how much paint is needed (including the underside)?
Was red-oxide primer used for all the VL years?

Here you can see the inside and outside of the fenders hanging from the rafters. The inside is painted the panel color.
