Am restoring a 1949fl,would like to paint it special color metallic congo green. Would I need to have any documentation to use this color to be an acceptable color for amca judging?

No documentation is necessary for optional colors available in the year built. Only if there is some different, non standard combination such as a special police color or Motor Maid, Shrine, etc.
