Correct, the horn covers were only on the 38-45 bikes, 38 they moved the horn above the headlight so it needed a cover on the back, the horn was different and the cover had a flat back, in 41 they changed the horn to the one with the rectangular plate and a tapped center hole and the cover had a rounded back. After 45 they changed from the leaf spring to the girder fork and moved the horn down to the crash bar mount.

Up to 45 leaf spring fork, covered horn

46 and up girder fork, no horn back

As for the orientation of the horn I believe the terminals would be up top.

      Howdy sir,

So the horn conundrum continues, was going to comment on the examples presented - the latter Indian scripted version was used from 41 to past mid 46 - but am currently 1,200 miles away from mine. The blue 346 depicted here has what may/may not be the appropriate horn to its build date but the wrong attachment and crash bars. To house the aforementioned elaborate rubber isolated mount, 346 crash bars inset this mount to provide clearance to the back of the front fender. Examples below are 346 and 348 illustrating the differences.
