You may have the best luck with the Vintage Motorbike Club (which meets in Portland, Indiana every July) when it comes to that Simplex model. I am a long time member of that club and I believe I recall reading in some of the recent club magazines that the current club President, Darren Chaffin, just finished restoring one.
There is also a really good Simplex site at simplexservi-cycle.com They may be able to help as well.
If you've not joined Smokstak engine forum, I'd recommend that as well. They are not necessarily motorcycle or scooter guys, but there is a lot of small engine knowledge there and a lot of collectors that buy-sell-trade and provide valuable leads.
