2 light dash base socket washer

I have two '47-'54 bases, one foot shift '59-'61 (for comparison) and two '62-'67 bases (for comparison). They all appear to have the original sockets and to have not been replaced. The one '47-'54 has the 71182-47 washer, (approx. 7/8" dia) on the underside of the dash base plate, (captured above the crimped area), the other '47-'54 and the '59-'61 have the washers on the top side of the base plate, (captured under the 3/4" dia. head of the socket). Both '62-'67 have the washers on the underside. Does anyone know why the difference? Can post pictures, just thought I would ask first if there is a simple answer. Thanks.

For reference, Bruce's NE page 659. 'D' appears to show washers on the underside and 'E' appears to show the washers on the top side. See visual spacing between sockets. Thanks.

The reason for this thread is to determine which base is correct for a '50 EL. I have the two to choose from but one has washers on top, the other on the bottom (base missing one socket). Maybe it doesn't matter, washer could be on top or bottom depending on installer??

"E" seems to be missing the sockets and just has a discoloration where they used to be crimped..
