I have a 1940U.I read in the Bruce PALMER book that 16" wheels were an option for the 40s but it was discovered that it had a high speed wobble with the 28 degree neck so the factory bent the frames to 29 degrees in early 41 and possibly some late 40s.How did they do this and what did the owners of 40s who ordered 16" wheels do?

Don't know much about the U but my '42 WLA had the wheels replaced with 16", wobbly in the sweepers. My '35VLD has the original big wheels, much nicer. Would love to swap the 16"s from the WLA if anyone is interested.
