I didn't know Indian made a scooter. It will be interesting to hear from someone knowledgeable. Still, it's a cute little thing but the engine may need a tiny bit of work.

I'm asking here but didn't the Salsbury scooters have a flying wing insignia like those visible on this one.
My gut feeling is Salsbury, model and year is up to you guys.

Indian did market a scooter after WWII - the Indian "Papoose"- a re-badged Brockhouse Corgi.

You should see this guys acreage. Covered with all kinds of mechanical things he has packed home from the desert. Absolutely amazing.

My little bit of research says 1937 Salsbury "Aero Motor Glide" with "Parcel Carrier" attachment.
My source says Johnson 6.2 cu in motor producing 3/4 hp @ 2400r.p.m.
