Not here in PA The legislators wont even let the bill out of transportation committee, we try every session. I think the State Police have objections, they always seem to object to something or another don't they?

I am pretty sure sets of 3 were used up to 1966. I believe there were a few years when they only used one. I had a book with all this info but loaned it , never loan a book. You are correct about the rivetted pair for the front. This must have been inspired by English "pedestrian slicers" As mounted on a big wide American fender that would look dorky most separated them and screwed them to the sides of the fender like Dave's. I have a set of 3 for my 36 but can't bring myself to drill that beautiful front fender .

I have seen a few of the rivited front sets - on teens bikes
that practice would not work on the sprung front ends of the indians - that big spring is in the way
those screws were on just to hold in place as the holes in the plate were too small for the bolts that were already in the fender at that show, holes in the fender were 1/4-20. I had to ream out the plate hole when I got the bike home.
the Indian fenders already had a hole in them from a previous owner so I did not feel bad about drilling the holes - barry could you now fabricate some sort of clips to hold the plates up front without damaging the fenders????

Here in Virginia you can run year correct plates with the usual caveats about parades, Sunday, testing and other BS. You can also get "antique" plates with the same deal. The plates are permanent and cost is $11 plus a one time registration fee of $50 and no yearly inspections. I have year correct plates for most of my antiques but am looking for 3-36 plates, 1-40, 2-41 and 1-46 for Virginia if anyone knows of any out there. I have someone whose in that business also looking but can always use extra eyes.
I ride my antiques all the time and have never had anyone hassle or bother me about it. One of the "new" requirements is that they be equiped with all the "standard" safety equipment for the year of manafacture and you have to sign an avidavit stating that is does. Self safety inspection!? Find me a cop that can recite the "standard " safety equipment that came on a 33VL!

One plate fits all..........
Howdy Barry,
Tennessee is a year of mfr state but unfortunately our plates have become very expensive as buyer interest extends beyond old m/c enthusiasts because of their unique shape. For piece of mind, I make my own out of resin from my NOS in the sleeve original and then carve out the year with a dental tool.
Here are just a couple in use at the moment.
