Just like the eagle,
The winged wheel was ubiquitous from the beginning of history, such as this Mesopotamian coin,



Or this cut from a century-old wood stove (~5" wide), also unrelated to motorcycles..




But everybody loves a hat badge!

Found in Wisconsin? The Gradl surname seems most prominent in area of South Milwaukee, also found the surname in Appleton. I located some info on a Wm. Gradl who was an Oak Creek fire chief during the 50's.

I agree with Badger, I found similar info, it is probably Wisconsin piece & that does look like a fire chiefs hat in spite of the wheel
