Fender Identification

Can anyone identify this fender? A friend found it at the bottom of one of his boxes of old parts. Not sure about the bump out or its purpose.

Harley package truck fender.

Here is an NOS one with a bit of shelf wear! They bolt directly to the box with the three brackets and move up and down with the sprung box as opposed to a fixed mounting like a sidecar fender.
