Looks like a saddlebag lock key. Excelsior brand locks were used on various models of bags, I believe Buco being one type.

The #42 key is for bubble bags. It's funny there is a post today on Excelsior keys. I was just at a locksmith yesterday, which has been in business over 60 years, looking for Excelsior keys. They have helped me in the past with B&S keys. I was looking for an Excelsior # 151 and # KY88, both for tour paks. She told me they are sold with the cut in them since they are generic, not being individually fit for each lock. She didn't have either, if anyone has either I would be interested. Thanks.
