Whether you use rulers, spirit levels, lazers, or just plain eyeball, the results depend upon two things:

Immobilizing the work, and something immobile to push against.

PS: Once the rear of the fork is vertically square to the front, any spacing can be achieved without immobilization, as demonstrated with this Chief fork.
