Mystery seat pan or luggage rack?

Anyone have ANY ideas on what exactly this is.
It was in with Gary Hites stuff and he had it in a bin with early Mesinger and Troxel seat parts.

I may have a picture of it Mark, it is part of a Tandem seat setup.

When I saw it I thought it looked like part of the F-N type, but it could be other.
