Pem, I cant help you with the teens, but in answer to your original question on mile track times...in 2017, it was the 80th anniversary of the springfield mile, and they featured a vintage exhibition race of 6 handshift class C bikes from the 1940s, and 6 vintage footshift bikes from the 1950s, which we were invited to participate in. The race program stated that the average lap time in 1937 (probably WLDRs and of course Indians)was 50.3 seconds per lap. On a modern built 1941 WR, we turned in laps in the 46-47 second per lap range. Somebody young and fast could probably do a bit better than that. I hope that can give you an idea of "mile dirt track times" from then and now on a vintage bike.
