Help identify very odd Indian Motorcycle memorabilia

Can anyone tell me how and when Indian used this? It's a hat/headdress and I'm guessing Dupont era, late 30's? I bought it at Hershey 40 years ago and don't remember what the guy told me. It's the only one I've ever seen. Thanks

Looks like something a dealer would give out to kids that come in with their Fathers. Something like what car dealers used to do when they would give out Promo car models to kids.

Seems to me I've seen a picture of that head dress pictured at an annual dealer meeting/ new model intro. Bunch of guys in suits wearing them. I'll have to look for it.
