Kickstarter ID. Auction Find

OK, I know, but I can't help it. I'll see a box of old parts and if there looks to be old cycle parts in it I end up dragging it home.
This box had a few really strange parts. At least one of them I could identify what it does but not what it fits.

Anyone have an idea? No numbers or other markings I could see on it.
