Hi Mark,
I believe that carb would fit a 1920's excelsior light weight 2 stroke motorcycle. I have attached a photo of the bike and you can see the same carb on it.

I believe you may be correct. That makes sense as there were a few other Excelsior two stroke bits in his stuff.
BTW: That model looks to be a near exact copy of Triumphs Junior model. Anyone know if Excelsior made it under license, bought parts from Triumph or was it just a stone cold ripoff?
