headlight bucket - what is this about?

friend of a friend is working on a 30's knuckle. opened the headlight and saw this. what's the deal? sorry i could rotate the picture

That is a military type steel reflector that someone used as a replacement on your friends Knuckle. And it should be grounded as suggested to overcome the black paint.

"Victory" was the cheerful name for wartime material conservation.

what material was the reflector when the headlight was made?

Original reflector was formed brass with silverplate, the "victory" reflector was steel with paint.
