Mystery Motorcycle or Car Timing Tool???

Can anyone tell me what this thing is?

My guess is that its a modified distributor that was used to do the initial oil prime up on a rebuilt motor.
Insert it in the block and drive it with an electric drill to get oil pressure up prior to the motors first start-up.
This is thje one I use for small block Chev V8s that I rebuild.
