mounting classic plate solution?

good morning everyone
got a 46 ny plate that has mounting holes at the top of the plate, but on the 46wl back fender its mounting bracket seems to only fit a plate that has bottom holes due to the beehive taillight. wondering if anyone has come up with a custom solution for this?

I made a license plate sized plate that attached to the bracket at the bottom with holes at the top for the license plate. It covers the back of the plate, as you can imagine, and also serves to reinforce the plate. I used a piece of scrap stainless left over from covering commercial kitchen counter tops.
