Henderson front wheel ?

i got this wheel ,and have no idea what it fits. its in perfect shape. it looks like its original paint. but spokes and hub are painted too. looks like a dark blue with orange pinstripe. 36 spoke clincher rim that measures 21" across ,by 2 3/8" wide. the hub doesn't have an oiler.
