wheel hub rebuild question regarding felt seals

Thougth I would post this here because there is not a section on wheels and the Indian section activity is typically low.

I am rebuilding the front wheel hub on a 36 chief and my question is about what to do with the felt seals. I know where they go, but I do have the following question.

Do I need to do anything to them prior to installation?

Should I soak them in oil?

Should I try to smear grease into them?

What is the accepted standard for this?

found this on a 4 wheel site, I'm just going to use oil.
