Friends' grandparents on their bike. Can anyone identify the bike for me?

V-twin teens Indian with acetylene gas headlight and a horn. Has speedo and tool box and looks well accessorized. The Indian experts can most likely give you the exact year.

My guess is 1914 on the Indian due to the home-made fender skirts. 1915 was the first year for front fender valances. . . . Could also be a 1913

I was guessing 13 or 14. Good picture of a 15 has horn mounted differently. Someone else also said homemade fender skirts. Thanks for all replys; my friend is photographer & has sold many cards with this pic of his grandparents. Grandfather was musician & fireman in Green Bay.
