Radio control for the receiver only type radio. Note the speaker on the bars. If the officer needed more info he had to find a call box to ask dispatch what was up!

I am thinking this is Washington DC Metropolitan Police Dept. (MPD). They appeared to have a series of photos that surface. One I posted in this thread in front of old Griffith Stadium baseball park. Good stuff.
