Harley Experts - What is it?

I was recently asked by a gentleman if I could identify the Harley his father was on? I could use help on this from the Harley experts.

It appears to be a 1948 WL with Deluxe group which included the chrome parts and that style fender tips. 1947 was plainer, and '49 had a new fender design.
