I do not know if he was the first dealer or not but he had close ties with the HD factory and founders family. It was he and his partner (Heckric and Webb) who in the summer of 1939 sold out to Howard W Belmont which is now HD of St Paul just off I-94 in east St Paul. He was active in the motorcycle scene up into the early 1950's.
