is there a web site where i can conduct a VIN search for a motor to determine when the engine was last registered?

Nope!
If you are lucky and know what state it came from they may be able to search their data base for it. Other than that you can search it on NCIC with the help of a friendly LEO to make sure it is not on any hot lists. No national VIN clearing house yet. Maybe never!
