That is a horn/headlight bracket for a 1942 and up WLA. Missing the Bakelite terminal block. The bracket bolted thru the headlight hole looks like it might be a blackout light mount or something similiar. Jerry

The 1938 frame that I wish to trade for a 1938 Big Twin frame is an EL double down tube frame.
