That was 1928 though 1940, HDVL. The "modern" lever was PN 4150-41.

H-D purchased its levers from the same company that made them for Indian and others. The only part that was nickeled was the lever itself. Not all plated like yours. The bracket, clamp and pivot hardware were all Parkerized.

It's a shame the casting numbers have been polished off the clip, and it's missing the 4154-28 special bracket screw and the retaining screw for the cable nipple. But probably not going on a judged bike, right?
