Bushing is @ .044 longer than the gear hole depth. When pressing in how should the extra length be distributed? .022 on either side?

.022" on each side will be fine. You don't want more than .025" protruding from the left side. More than that could keep the second and high shifter clutch from engaging second gear fully.
After first & second gear thrust washer has been selected I always press the bushing flush with the washer to eliminate any chance that the washer could come out of the recess in second gear, drop down and bind things up.
