I am trying to identify these forks. After a couple of hours on Google the closest I can find are Indian. However thses are pretty small, 24" oal legs. 3-/2" between the axle holes. The only numbers I can find is a casting no. 13076 on the lower triple tree. Any help would be appreciated. Please disregard the frame in the photos.
