Can This Bearing Race Be Saved?

Brand new right out of the box. Can it be honed into shape? I'm concerned about burning through the hardening (if there is hardening).

This is typical of many of the new reproduction parts I'm receiving from multiple vendors. Another provided me with a Low gear with a bushing .015 oversize and a clutch gear .012 oversize. Need to know where the good stuff is.
