VLD Cylinder head washer size

Went to bolt down the cylinder heads on the 1936 VLD bitsa project, there are 9 cylinder head bolts that a washer will not fit under. The washer is 1.10" and the fins on the heads are slightly less than that. 5 bolts on one head, 4 on the other . . .

Is there a different sized washer, or these bolts not required to have a washer? I can find no reference to this situation in Steve's book, or anywhere else.

The 7 bolt VL heads take the 0228 washer with the 1936 9 bolt heads taking the 0232. It looks like you're trying the later washers for the aluminium heads.
