Mystery Fenders, British?

Does anyone know what these fenders are correct for? They look British to me.

The front fender looks similar to ones used on Indian verticals of the late 40s.

Weren't those Indian Arrows basically a Royal Enfield?

No,the Indian verticals were a built in the USA bike and not a rebadged Royal Enfield like later side by side twins.
