Glaser, pls. post a photo of the sidecar frame itself. Not familiar with the Smarton, but it might be a variant of another that can be recognized.

It's a Goulding Litecar frame. No idea who the step belongs to. Where did you find it and where are you located?

            Hi, Glaser,
If it's not a right-handed Goulding Litecar, Model Ls sidecar, it's an exact copy of one. James Goulding was famous for that lightweight sidecar frame with a transverse leaf spring at the axle and two coil springs holding up the front of the sidecar body.
You can see what Mr. Big and I mean, here: http://www.gouldingsidecars.com/Chassis.html
If it's not an actual Goulding, it might have been made by someone in Europe under license from Goulding in the 1920s and '30s. They were made in Australia, also. Have never heard of the "Smarton," or "S. Marton," though. The Litecar of that design is ideally suited for bikes about the size of the Indian Scouts or Harley 45s.
I love these rare bits you are always digging up in Europe, Glaser.

Leave it to Dave to have the answer and I quote....

"In 1924 James Goulding sold production rights in Europe to Montgomery, the largest sidecar producer in Europe at the time, as times got hard near the late twenties, these rights were sold
to S. Marton Mfg. Co, who produced sidecars under that name for a few years before they went under as well. There is a book written somewhere by a Mr. Savard that bares this out , I believe.
This chassis looks like the 1929 Ls chassis, which would coincide with that step being produced by S.Marton Mfg."

Revision - Montgomery was the largest sidecar manufacturer in the UK. Article, not book, written by Mr. Savard.
