Early bike I.D.

I was talkin to a cousin of mine the other day and we got on the subject of old motorcycles. After a while he remembered a photo he has of his grandfather, my great-great grandfather and an old bike. Well heres the photo he sent me. I looked through all the books I have, and can't seem to find out what it is? Looks like the muffler is mounted in front of the motor? Any Ideas what kind of bike this is?

My girlfriend also has a really cool photo of her great grandfather on a flat tank Harley that I'll post as soon as I scan it! Thanks
